# Tyler v. Cain

## Holding or rule used

Only the Supreme Court makes a new constitutional rule retroactive for the statutory gate, through holdings that expressly or necessarily dictate retroactivity.

## Material limitation

Use only for the bounded proposition in the linked classification module. State-habeas holdings are not silently converted into complete § 2255 rules; judgment, filing history, ripeness, circuit procedure, timing, and requested relief remain separate where identified.
